Speed Limit Signs Used To Research Speed Enforcement

The police in Pelham, New Hampshire are using speed limit warning signs to track motorist speeds in school zones. Here’s an excerpt from The Eagle Tribune:
Two new signs can now track speeders in Pelham’s school zone.
The signs have flashing lights and look like any other speed limit warnings seen near schools around the state. But the technology inside, much like a radar gun, went online yesterday and can now track drivers’ speed and the time as they pass.
The information can be downloaded into a computer spreadsheet, giving police raw data on when to best target fast drivers.

I think these are a good thing based upon the full article. I have seen similar portable signs that the police use to bring awareness to the posted limit on certain roadways. There is a speed limit sign attached and then the RADAR portion displays “Your speed” flashing so you are aware of the limit and how fast you are driving.
Doesn’t these signs also provide much needed data on speed distributions so that speed limits can reasonably reflect a safe speed?
There is something similar near me at this one elementary school. Though Idk if they can download the information from the sign, it blinks 25 mph when you exceed it. I tend to slow down a little because of it but more often than not people are riding my ass or continue to speed ahead of me like the school doesn’t even exist. More often than not doing at least 40-45 mph despite the flashing sign.
